What types of properties require stormwater inspections in NC and SC?

Commercial properties, HOAs, residential communities, institutional sites, and other developed properties may be subject to post-construction stormwater inspection requirements through local stormwater programs. Requirements vary by jurisdiction and may include annual SCM inspections, post-construction MS4 compliance inspections, SWPPP inspections, and quarterly outfall inspections.

What is an SCM, and why does maintenance matter?

SCM stands for Stormwater Control Measure. Some jurisdictions may still use the term BMP (Best Management Practice). These are engineered systems designed to manage runoff from developed sites, including ponds, bioretention areas, outlet structures, forebays, swales, as well as underground and proprietary treatment systems.

When sediment builds up, vegetation becomes overgrown, or components degrade or clog, system performance declines and compliance issues can follow. Routine maintenance helps preserve system function, maintain compliance, and prevent more costly repairs over time.

What happens when I receive a Notice of Violation?

A Notice of Violation requires a timely, documented response. A licensed PE performs the field assessment and prepares the documentation, including deficiency documentation, corrective action planning, and signed reports when required. We coordinate with your existing maintenance provider or assist in identifying qualified contractors to complete the work and document resolution.

Nupona provides the engineering side: inspections, deficiency documentation, reporting, corrective action planning, and repair coordination. Physical repair work is performed by maintenance contractors. We coordinate with your existing maintenance provider or assist in identifying qualified contractors.

With more than 20 years of experience as a Professional Engineer, including roles as a design engineer, project manager, and over a decade focused on stormwater inspections, I understand how systems are designed, how they perform in the field, and where issues typically develop.

Before founding Nupona, I served as an Air Force civil engineering officer and later as a design engineer, project manager, and Director of Public Works. I have worked directly with stormwater programs across NC and SC and understand their requirements, processes, and review expectations.

WHAT NUPONA MEANS
Nupona is derived from the Algonquian language family of my Lumbee heritage. Nupuy means water and Menatona means one who listens well. Combined, they form Nupona, meaning one who listens well to the water, reflecting a practical approach to understanding and managing stormwater systems.
